Current discussions about whether to raise taxes on the “rich” lack context and are being held in a vacuum. More than what? Up from where? Filing income taxes is complicated, but figuring out who pays them is not. Here are some basic facts, all of which are easily available on the internet from government reports.
In 2007, the federal government collected about $2.6 trillion (that’s 26 followed by 11 zeros). About $1.16 trillion of this came from income taxes. The remainder came from social security ($869 B) [not saved for your retirement but immediately “loaned” to the government], corporate ($370 B), excise and other taxes ($165 B).[1]
In 2006, the top 1% of tax return filers[2] (about 1 million filers) paid about 40% of these taxes – an average of $340,000.
The next 11%[3] (15 million filers) paid about 34% - an average of $26,000.
The next 38% (50 million) paid 23% - an average of $5000.
The next 50% (70 million) paid 3% - an average of $500.[4]
1/3 of all filers paid no income tax at all.
12% now pay 74% of all income taxes; 10 years ago, the same 12% paid about 64%. 50% now pay $500 or less; 10 years ago, it was 45%. 33% now pay nothing; 10 years ago, it was 25%.
Can the rich afford it? Sure. They won’t starve. A better question is: Should 1 million people pay $340,000 while 70 million people pay less than $500? If we are trying to accomplish wealth redistribution, let’s just do it and forget the income tax. There are much simpler ways to do it.

You and I don't propose a federal budget. The President does.
You and I don't have the Constitutional authority to vote on appropriations. The House of Representatives does.
You and I don't write the tax code, Congress does.
You and I don't set fiscal policy, Congress does.
You and I don't control monetary policy; The Federal Reserve Bank was given permission by Congress to do this.
100 Senators, 435 congressmen, 1 President and 9 Supreme Court Justices - 545 People out of the 300 million - are directly, legally, morally and individually responsible for the domestic problems that plague this country.
I excluded the members of the Federal Reserve Board because that problem was created by the Congress.
In 1913, Congress delegated its Constitutional duty to provide a sound currency to a federally chartered but private central bank.
I excluded all the special interests and lobbyists for a sound reason. They have no legal authority.
They have no ability to coerce a senator, a Congressman or a president to do one 'cotton-picking' thing.
I don't care if they offer a politician $1 million dollars in cash. The politician has the power to accept or reject it. No matter what the lobbyist promises, it is the legislator's responsibility to determine how he votes.
Those 545 People spend much of their energy convincing you that what they did is not their fault. They cooperate in this common con, regardless of party.
What separates a politician from a normal human being is an excessive amount of gall.
No normal human being would have the gall of a Speaker, who stood up and criticized the President for creating deficits.
The president can only propose a budget. He cannot force the Congress to accept it.
The Constitution, which is the supreme law of the land, gives sole responsibility to the House of Representatives for originating and approving appropriations and taxes.
Who is the speaker of the House? She is the leader of the majority party.
She and fellow House members, not the President, can approve any budget they want.
If the president vetoes it, they can pass it over his veto if they agree to.
It seems inconceivable to me that a nation of 300 million cannot replace 545 People who stand convicted-- by present facts - of incompetence and irresponsibility.
I can't think of a single domestic problem that is not traceable directly to those 545 People.
When you fully grasp the plain truth that 545 People exercise the power of the federal government, then it must follow that what exists is what they want to exist.
If the tax code is unfair, it's because these 545 People want it unfair.
If the budget is in the red, it's because these 545 People want it in the red.
If the Marines are in IRAQ, it's because these 545 People want them in IRAQ.
If these 545 People do not receive social security but are on an elite retirement plan not available to the people, it's because these 545 People want it that way.
There are no insoluble government problems.
Do not let these 545 People shift the blame to bureaucrats, whom they hire and whose jobs they can abolish; to lobbyists, whose gifts and advice they can reject; to regulators, to whom they give the power to regulate and from whom they can take this power.
Above all, do not let them con you into the belief that there exists disembodied mystical forces like 'the economy,' 'inflation' or 'politics' that prevent them from doing what they take an oath to do.

NOVO-OGARYOVO, Russia (AP) - Prime Minister Vladimir Putin vowed Thursday to make relations with Latin America a top foreign policy priority, a pledge backed by the first Russian naval deployment to the Caribbean since the Cold War.
Putin greeted Venezuelan President Hugo Chavez, on his second trip to Russia in just over two months, with offers to discuss further arms sales to Venezuela and possibly helping it to develop nuclear energy.
Chavez's visit takes place as a Russian naval squadron sails to Venezuela, across the Caribbean Sea from the United States, in a pointed response to what the Kremlin has cast as threatening U.S. encroachment near its own borders.
Both men suggested their countries are working to decrease U.S. global influence.
"Latin America is becoming a noticeable link in the chain of the multi-polar world that is forming," Putin said at his suburban residence at the start of his talks with Chavez. "We will pay more and more attention to this vector of our economic and foreign policy."
Putin did not mention any specifics of potential Russian-Venezuelan military cooperation in his opening remarks, but Russian news reports said that Venezuela could buy Russian air defense missiles and more Sukhoi fighter jets.
Earlier Thursday, a Kremlin official who spoke on customary condition of anonymity said that Russia would grant Venezuela a $1 billion credit for the purchase of Russian weaponry in an effort to help Venezuela revamp its military forces.
Russia has signed contracts worth more than $4.4 billion with Venezuela since 2005 to supply arms including fighter jets, helicopters, and 100,000 Kalashnikov assault rifles.
Putin did not specify what kind of cooperation Russia could offer Venezuela in the nuclear field, but Russia is aggressively promoting itself as a builder of nuclear power plants and supplier of fuel to nations seeking nuclear energy.
Chavez, who addressed Putin as "my dear friend Vladimir," said that stronger ties with Russia would help build a multi-polar world—a term Russia and Venezuela use to describe their shared opposition to the perceived U.S. global domination.
"I think that today more than ever before what you have said about a multi-polar world is becoming reality," Chavez told Putin. He said he brought greetings from Cuban leader Fidel Castro, another staunch U.S. enemy.
Both leaders have used criticism of the U.S. to boost their popularity at home and advance foreign policy objectives.
Russia is the latest leg in a tour taking Chavez to a number of nations whose governments are eager to counter U.S. global clout. He stopped briefly in Cuba on his way to China, where he touted agreements to increase oil exports and purchase military jets.
Signaling similar interests in Russia, Chavez said he and President Dmitry Medvedev will observe military exercises when they meet Friday in the southern Orenburg region. The region near Kazakhstan's border is home to oil industry facilities.
In an interview broadcast on Russian television before the visit, Chavez said that Venezuela and Latin America as a whole need "friends like Russia" to help them shed U.S. "domination" and ensure peace.
Russia has ramped up its cooperation with Caracas further since last month's war with Georgia, which has badly damaged Moscow's already strained ties with the West and particularly the United States.

They Would Not Dare... Or Would They ?
I have no idea as to the veracity of the message below; but we have all been wondering where Hilary went and we have all been thinking that Bill never gives up on playing out one more stratagem... ~~~~~~~~~~~~~~~~~~~~~~
Let me share some info with you that I have gotten from excellent sources within the DNC: On or about October 5th, Biden will excuse himself from the ticket, citing health problems, and he will be replaced by Hillary.
This is timed to occur after the VP debate on 10/2. [This would re-energize the Democratic ticket and create an emotional tsunami among undecided voters. J.G. ] There ha ve been talks all weekend about how to proceed with this info.
Generally, the feeling is that we should all go ahead and get it out there to as many blog sites and personal email lists as is possible. I have already seen a few short blurbs about this - the "health problem" cited in those articles was an aneurysm.
Probably many of you have heard the same rumblings. However, at this point, with this inside info from the DNC, it looks like this Obama strategy will be a go.
Therefore, it seems that the best strategy is to get out in front of this Obama maneuver, spell it out in detail, and thereby expose it for the grand manipulation that it is.
So, let's start mixing this one up and cut the Obamites off at the pass - send this info out to as many people as you can - post about it on websites and blogs

EIELSON AIR FORCE BASE, Alaska -- I learned a big lesson on service Aug. 4, 2008, when Eielson had the rare honor of hosting President Bush on a refueling stop as he traveled to Asia. It was an event Eielson will never forget -- a hangar full of Airmen and Soldiers getting to see the Commander in Chief up close, and perhaps even shaking his hand.
An incredible amount of effort goes into presidential travel because of all of the logistics, security, protocol, etc ... so it was remarkable to see Air Force One land at Eielson on time at precisely 4:30 p.m.--however, when he left less than two hours later, the President was 15 minutes behind schedule.
That's a big slip for something so tightly choreographed, but very few people know why it happened.
Here's why. On Dec. 10, 2006, our son, Shawn, was a paratrooper deployed on the outskirts of Baghdad. He was supposed to spend the night in camp, but when a fellow soldier became ill Shawn volunteered to take his place on a nighttime patrol--in the convoy's most exposed position as turret gunner in the lead Humvee. He was killed instantly with two other soldiers when an IED ripped through their vehicle.
I was thinking about that as my family and I sat in the audience listening to the President's speech, looking at the turret on the up-armored Humvee the explosive ordnance disposal flight had put at the edge of the stage as a static display.
When the speech was over and the President was working the crowd line, I felt a tap on my shoulder and turned to see a White H ouse staff member. She asked me and my wife to come with her, because the President wanted to meet us. Stunned, we grabbed our two sons that were with us and followed her back into a conference room.
It was a shock to go from a crowded, noisy hangar, past all of those security people, to find ourselves suddenly alone in a quiet room. The only thing we could hear was a cell phone vibrating, and noticed that it was coming from the jacket Senator Stevens left on a chair.
We didn't answer. A short time later, the Secret Service opened the door and President Bush walked in. I thought we might get to shake his hand as he went through. But instead, he walked up to my wife with his arms wide, pulled her in for a hug and a kiss, and said, "I wish I could heal the hole in your heart." He then grabbed me for a hug, as well as each of our sons. Then he turned and said, "Everybody out." <>
A few seconds later, the four of us were completely alone behind closed doors with the President of the United States and not a Secret Service agent in sight. He said, "Come on, let's sit down and talk." He pulled up a chair at the side of the room, and we sat down next to him. He looked a little tired from his trip, and he noticed that his shoes were scuffed up from leaning over concrete barriers to shake hands and pose for photos.
He slumped down the chair, completely relaxed, smiled, and suddenly was no longer the President - he was just a guy with a job, sitting around talking with us like a family member at a barbeque. For the next 15 or 20 minutes, he talked with us about our son, Iraq, his family, faith, convictions, and shared his feelings about nearing the end of his presidency.
He asked each of our teenaged sons what they wanted to do in life and counseled them to set goals, stick to their convictions, and not worry about being the "cool" guy. He said that he'd taken a lot of heat during his tenure and was under a lot of pressure to do what's politically expedient, but was proud to say that he never sold his soul. Sometimes he laughed, and at others he teared up. H
e said that what he'll miss most after leaving office will be his role as Commander in Chief. One of the somber moments was when he thanked us for the opportunity to meet, because he feels a heavy responsibility knowing that our son died because of a decision he made. He was incredibly humble, full of warmth, and completely without pretense.
We were seeing the man his family sees. We couldn't believe how long he was talking to us, but he seemed to be in no hurry whatsoever. In the end, he thanked us again for the visit and for the opportunity to get off his feet for a few minutes.
He then said, "Let's get some pictur es." The doors flew open, Secret Service and the White House photographer came in, and suddenly he was the President again. We posed for individual pictures as he gave each of us one of his coins, and then he posed for family pictures. A few more thank yous, a few more hugs, and he was gone.
The remarkable thing about the whole event was that he didn't have to see us at all. If he wanted to do more, he could've just given a quick handshake and said, "Thanks for your sacrifice." But he didn't - he put everything and everyone in his life on hold to meet privately with the family of a Private First Class who gave his life in the service of his country.
What an incredible lesson on service. If the President of the United States is willing to drop everything on his plate to visit with a family, surely the rest of us can do it. No one is above serving another person, and no one is so lofty that he or she can' t treat others with dignity and respect.
We often think of service in terms of sacrificing ourselves for someone in a position above us, but how often do we remember that serving someone below us can be much more important?
If you're in a leadership capacity, take a good look at how you're treating your people, and remember that your role involves serving the people you rely on every day.
This says it all about my President. I voted for him because he comes from a family with honor and pride. He was raised by a man and woman who know work, undertand ethics, willing to take a stand against evil and stand up alone if necessary for a just cause. Thanks God for putting him where he is at this time. God has a plan for each of us and President Bush is where God wants him. When was the last time you heard a president openly talk about being a Christian, born again no less, who prays and asks God for guidence.
At a time when congress wants to take God out of play. I only pray that the next person we put in the White House has the same calling. God help us is my plea everyday.
G. W. Bush has displayed more back bone that all of Congress. Remember how united congress was just after 911, lets all hold hands and stand on the step of the Capitol and show these Islamic radical how united we are... now look at them. Again lets take a poll and see which side of the steps we want to stand on... never mind what is in the best interest of the USA but lets take a poll. Polls be damned this is our country we are talking about. Do what is right not what is popular, heck war is hell but it is a control hell. Living with terrorism is hell all the time.
Can you imagine, having to worry every time you take you family out to eat, to a movie, to a ball game, or even just sitting in your house... Is a bomb going to go off and kill us, is someone going to burst in the door and take my children and wife out and rape and kill them while I have to watch... Well people have to live just that way in many countries because no one is able to stand up to the Islamic bullies... Thanks goodness we have a leader who is willing to stand up for us and for others.
How easy it would be for President Bush to simply go with the poll of the day. Pull out and let them win. Let the Islamic bullies destroy the lives of a few million Iraqies, heck what are they to us. I truly believe that history will prove to our grandkids that thanks to the US standing up and taking a stand against the radical Islamic movement, we have put them on notice that they can not just walk in a punch the US in the nose and get away with it.
Bullies understand bloody noses... They give them but hate to get them. Well bullies, come on the US will not allow you to bloody our noses or our friends noses we punching back.

4. Over 2/3 of all births in Los Angeles County are to illegal alien Mexicans on Medi-Cal , whose births were paid for by taxpayers.
5. Nearly 35% of all inmates in California detention centers are Mexican nationals here illegally
6. Over 300,000 illegal aliens in Los Angeles County are living in garages.
7. The FBI reports half of all gang members in Los Angeles are most likely illegal aliens from south of the border.
8. Nearly 60% of all occupants of HUD properties are illegal.
9. 21 radio stations in L. A. are Spanish speaking.

Entitlement
If they are able to accomplish anything working with congress, I pray that President McCain and VP Palin will start the process to eliminate the entitlement mentality that welfare has developed in the past 50 or 60 years in this country. We all know what it is, we all know why it has happened but no one wants to address the cancer that it is. We have an entire class not only black who feel that the government owes them survival. It was put front and center during Katria when thousands sit on their butts an waited for someone to come get them when the whole world knew a monster storm was coming. Yes their local politicans did the same, they sat and wait for Uncle Sam to come bail their butts as as well. Listen it is not someone elses responsibility to take care of folks who are able bodied. Yes there are some who are entitled but I can bet you that 50% ot those who are getting it today are not.
Want to know why all the Mexicans come to the US to work... Because we are paying about 5-8 million to not work. Want to reduce unemployment ... redefine welfare, close the borders to the South and we will save a ton of money and put a few million to work doing what they used to do before welfare exploded. Yes, not everyone can earn 90,000 a year, yes someone has to do the dirty work, and yes there will alway be lower income, middle income and upper income earners.
That is the facts of life... Has been since BC and I do not see it changing. I fear that more will join the lower income if government is not revamped.
This letter from a nurse down in LA says it pretty well. I can tell you that we had people volunteer to go down during Katria to help all those folks in need. You can bet that not too many of them went back down this time or even thought about going back. They experienced the same thing this nurse faced.

It is not just about FEMA the cause is welfare programs that send money to people who are too lazy to work. But it is not their fault it is the governments fault for setting the programs up wrong. It is really bad at a lot of levels.
We have a Crisis Center here in my little town. It is setup for people who need food for a day or two, for those really down and out. I support it and stop by often to talk to the workers. What I see really erks me off. I see some minority folks who on a regular work the system. They drive up in very nice cars, 3 - 4 together and then do not all come in together but come in one at a time, it is almost funny to watch them change their walk and demenar when they approach the
C Center. Milk the system is what I call it. What can I get for nothing, why not "they" ( who ever 'they" are) send me a check, pay my housing, give me food stamps, take care of my health care so why not go ... get free food " they " have it there. Heck, I am entitled to it. You see it any where you go and free stuff is being given out. Yes, it is mostly Black families, it it built into them by the system.
The sad part, there is an entire network that relies on this setup. From Jessie Jackson, Al Sharpton both who are REV of something. Neither have churches but both live real good off of the prejudice they keep alive in the Black community. Ever notice how they only surface when they can gain attention to themselves and as soon as the media fade they fade. Sad but the welfare system feeds off its self and thousands of people live off the ills of it.
Anyway off my soap box and please read the attached letter from a someone who tried to help others and saw the other side of the fence...

Please pray that Hurricane Ike will NOT come to Louisiana - I don't think I have the attitude of Christ yet!Sherri Dear Editor,I am a nurse who has just completed volunteer working approximately 120 hours as the clinic director in a Hurricane Gustav evacuation shelter in Shreveport, Louisiana over the last 7 days.
I would love to see someone look at the evacuee situation from a new perspective. Local and national news channels have covered the evacuation and 'horrible' conditions the evacuees had to endure during Hurricane Gustav.
True - some things were not optimal for the evacuation and the shelters need some modification. At any point, does anyone a ddress the responsibility (or irresponsibility) of the evacuees? Does it seem wrong that one would remember their cell phone, charger, cigarettes and lighter but forget their child's insulin?
Is something amiss when an evacuee gets off the bus, walks immediately to the medical area, and requests immediate free refills on all medicines for which they cannot provide a prescription or current bottle (most of which are narcotics)?
Isn't the system flawed when an evacuee says they cannot afford a $3 copay for a refill that will be delivered to them in the shelter yet they can take a city-provided bus to Wal-mart, buy 5 bottles of Vodka, and return to consume them secretly in the shelter?
Is it fair to stop performing luggage checks on incoming evacuees so as not to delay the registration process but endanger the volunteer staff and other persons with the very realistic truth of drugs, alcohol and weapons being brought into the shelter?
Am I less than compassionate when it frustrates me to scrub emesis from the floor near a nauseated child while his mother lies nearby, watching me work 26 hours straight, not even raising her head from the pillow to comfort her own son?
Why does it insense me to hear a man say 'I ain't goin' home 'til I get my FEMA check' when I would love to just go home and see my daughters who I have only seen 3 times this week?
Is the system flawed when the privately insured patient must find a way to get to the pharmacy, fill his prescription and pay his copay while the FEMA declaration allows the uninsured person to acquire free medications under the disaster rules?
Does it seem odd that the nurse volunteering at the shelter is paying for childcare while the evacuee sits on a cot during the day as the shelter provides a 'daycare'?
Have government e ntitlements created this mentality and am I facilitating it with my work?
Will I be a bad person, merciless nurse or poor Christian if I hesitate to work at the next shelter because I have worked for 7 days being called every curse word imaginable, feeling threatened and fearing for my personal safety in the shelter?

It is not just about FEMA the cause is welfare programs that send money to people who are too lazy to work. But it is not their fault it is the governments fault for setting the programs up wrong. It is really bad at a lot of levels.
We have a Crisis Center here in my little town. It is setup for people who need food for a day or two, for those really down and out. I support it and stop by often to talk to the workers. What I see really erks me off. I see some minority folks who on a regular work the system. They drive up in very nice cars, 3 - 4 together and then do not all come in together but come in one at a time, it is almost funny to watch them change their walk and demenar when they approach the
C Center. Milk the system is what I call it. What can I get for nothing, why not "they" ( who ever 'they" are) send me a check, pay my housing, give me food stamps, take care of my health care so why not go ... get free food " they " have it there. Heck, I am entitled to it. You see it any where you go and free stuff is being given out. Yes, it is mostly Black families, it it built into them by the system.
The sad part, there is an entire network that relies on this setup. From Jessie Jackson, Al Sharpton both who are REV of something. Neither have churches but both live real good off of the prejudice they keep alive in the Black community. Ever notice how they only surface when they can gain attention to themselves and as soon as the media fade they fade. Sad but the welfare system feeds off its self and thousands of people live off the ills of it.
Anyway off my soap box and please read the attached letter from a someone who tried to help others and saw the other side of the fence...

Please pray that Hurricane Ike will NOT come to Louisiana - I don't think I have the attitude of Christ yet!Sherri Dear Editor,I am a nurse who has just completed volunteer working approximately 120 hours as the clinic director in a Hurricane Gustav evacuation shelter in Shreveport, Louisiana over the last 7 days.
I would love to see someone look at the evacuee situation from a new perspective. Local and national news channels have covered the evacuation and 'horrible' conditions the evacuees had to endure during Hurricane Gustav.
True - some things were not optimal for the evacuation and the shelters need some modification. At any point, does anyone a ddress the responsibility (or irresponsibility) of the evacuees? Does it seem wrong that one would remember their cell phone, charger, cigarettes and lighter but forget their child's insulin?
Is something amiss when an evacuee gets off the bus, walks immediately to the medical area, and requests immediate free refills on all medicines for which they cannot provide a prescription or current bottle (most of which are narcotics)?
Isn't the system flawed when an evacuee says they cannot afford a $3 copay for a refill that will be delivered to them in the shelter yet they can take a city-provided bus to Wal-mart, buy 5 bottles of Vodka, and return to consume them secretly in the shelter?
Is it fair to stop performing luggage checks on incoming evacuees so as not to delay the registration process but endanger the volunteer staff and other persons with the very realistic truth of drugs, alcohol and weapons being brought into the shelter?
Am I less than compassionate when it frustrates me to scrub emesis from the floor near a nauseated child while his mother lies nearby, watching me work 26 hours straight, not even raising her head from the pillow to comfort her own son?
Why does it insense me to hear a man say 'I ain't goin' home 'til I get my FEMA check' when I would love to just go home and see my daughters who I have only seen 3 times this week?
Is the system flawed when the privately insured patient must find a way to get to the pharmacy, fill his prescription and pay his copay while the FEMA declaration allows the uninsured person to acquire free medications under the disaster rules?
Does it seem odd that the nurse volunteering at the shelter is paying for childcare while the evacuee sits on a cot during the day as the shelter provides a 'daycare'?
Have government e ntitlements created this mentality and am I facilitating it with my work?
Will I be a bad person, merciless nurse or poor Christian if I hesitate to work at the next shelter because I have worked for 7 days being called every curse word imaginable, feeling threatened and fearing for my personal safety in the shelter?
